Your AI programme is busy. It is not building leverage.
Most AI programmes produce activity but not commercial leverage. The gap is structural and it will not close by running more projects.
Last year I reviewed an AI programme at a mid-market manufacturing firm. Eighteen months in. A data science hire, two vendor contracts, a governance committee, quarterly board updates. One pilot shipped to a small team inside the business. No effect on pipeline. No change in how buyers researched or shortlisted them. No commercial outcome the board could point to.
The head of technology was genuinely frustrated. The programme was real. The effort was real. The budget was real. But when I asked "what has changed commercially because of this?" — long pause.
That pause is the most common thing I encounter in mid-market AI programmes. It is not a technology failure. It is not a lack of effort. It is a structural confusion between AI activity and AI leverage. Most organisations have the first. Very few have the second.
The distinction that matters
AI activity is what your programme produces: models trained, tools deployed, workshops run, pilots completed, capability built. Activity is real and valuable in its own right. But activity is an output, not an outcome.
AI leverage is what changes commercially as a result: pipeline affected, decision quality improved, your position in how buyers research and compare you strengthened. Leverage is a commercial outcome — something the board can point to and say "that changed because we invested in AI."
The confusion between the two is not stupidity. It is the natural result of how most AI programmes are structured. They are built around delivery milestones, not commercial outcomes. "Did we ship the tool?" is an easier question to answer than "did this change our competitive position?" So organisations answer the easy question, declare progress, and move on.
The problem accumulates quietly. Eighteen months in, you have a lot of activity. You have very little leverage.
Why do AI programmes produce activity instead of commercial results?
There are four structural causes I see repeatedly. None of them are failures of technology or effort.
Fragmented ownership. Most AI programmes distribute accountability across a head of technology, a data lead, a transformation team, and a handful of product owners. Nobody is accountable for the commercial outcome of the whole programme. Everybody owns a piece. Nobody owns the result. When the question is "why isn't this moving the needle commercially?" it lands in a gap between job descriptions.
Wrong sequencing. Organisations build before they fix the commercial signal. They invest in AI capability before they have clarity on what commercial problem they are solving, or whether AI is actually the right tool for it. The build runs ahead of the mandate. You end up with sophisticated capability attached to the wrong problem, or attached to no specific problem at all.
Invisible to buyers. AI investment that doesn't show up in how your buyers research and compare you creates internal progress and external silence. If a CEO is using AI tools to shortlist vendors, and your content and expertise aren't surfacing in those tools, your AI initiative, however sophisticated internally, has not created buyer-facing leverage. The investment stays inside the organisation. It doesn't change your commercial position.
Missing mandate. AI teams typically have technical authority: they can build, deploy, and operate AI systems. What they often lack is commercial mandate — the standing to make decisions about which commercial problems get solved, in which order, with what expected outcome. Without that mandate, technical capability accumulates without direction. Impressive builds. Unclear commercial purpose.
None of these are technology problems. They are leadership and sequencing problems. The technology is usually fine.
How to tell which one you have
The fastest diagnostic is a single question: can the person running your AI programme name the commercial outcome they are accountable for this quarter?
Not the projects running. Not the capabilities being built. The commercial outcome. Pipeline effect. Decision quality. Buyer position. Something measurable in commercial terms.
If the answer is confident and specific — you likely have at least some leverage. If the answer is a list of ongoing initiatives — you have activity.
A more structured version of that diagnostic:
Signs you have AI activity:
- Your programme is measured by delivery milestones (tools deployed, pilots shipped, training sessions run)
- Accountability is distributed: multiple people own a piece, nobody owns the outcome
- You can report progress without being able to report commercial impact
- The AI programme exists in its own reporting track, separate from commercial performance
Signs you have AI leverage:
- Someone is accountable for the commercial outcome of the programme, not just the technical delivery
- You can draw a line from a specific AI investment to a commercial metric that moved
- Your AI work shows up in how buyers research and compare you — you appear in the places where decisions are made
- The board conversation about AI is about commercial outcomes, not programme status
Most organisations score well on the activity side and poorly on the leverage side. The gap is structural — it won't close by running more projects or building more capability. It closes when the structural causes are fixed.
What changes when you have leverage
The change is not primarily technological. It is about leadership and commercial mandate.
When an AI programme has leverage, someone is accountable for commercial outcomes, not just technical delivery. That person can make decisions that cut across the fragmented ownership problem. They can set sequencing priorities based on commercial impact, not project momentum. They can bridge the gap between what AI can do and what the business actually needs to change commercially.
That is not a role most organisations create naturally. Technical leaders grow into AI roles from an engineering or data background. They are excellent at building. They are often not positioned, or mandated, to own commercial outcomes. Commercial leaders often don't have enough technical fluency to direct AI work precisely. The gap between the two is where most AI programmes live and where most of the leverage gets lost.
Closing that gap requires one of two things: a senior leader with both technical and commercial authority, or someone brought in specifically to sit on that bridge. Not a consultant who reviews the programme and produces a report. Someone with accountability for the commercial outcome and the authority to drive sequencing decisions.

The structural realist position
I am not pessimistic about AI. I am precise about what it actually takes to make it commercially useful.
AI creates leverage when the right problems are sequenced first, when someone is accountable for the commercial outcome, and when the investment reaches the places where buyers make decisions. Those are not technology questions. They are leadership questions.
The technology will keep improving. The structural problems will not fix themselves. If your AI programme is eighteen months in and you still can't point to a commercial outcome the board can name — that is the signal. Not that the programme has failed. That the structure needs to change.
